ip_queue : failed to register queue handler.


Hi all,
I am trying to insert ip_queue.o module in 2.4 kernel,
but its showing "ip_queue : failed to register queue handler" in log message.
and also following error message

#insmod ip_queue.o
ip_queue.o : init_moduleevice ir resource busy
Hint: insmod errors can be caused by incorrect module parameters, including invalid IO or IRQ parameters.
You may find more information in syslog or the output from dmesg


plz help me how can solve this.
