I am using Ubuntu 8.10 on my Dell Laptop. I am using USB as connection from Laptop to Modem.The Modem (UTstartcom, BSNL Broadband DataOne) is general wired connection via telephone.

Are you talking about the adsl modem router that is connected to pc using usb rather than the ethernet port?
If yes then you check it out first using lsusb command that your modem is detected.
If modem is not detected how come the internet is working.
I will try to print the output once I am back from office.
But lemme tell you something- When I conect through cable it doesnt work but with USB it works.

Ok so you should have said it that way. I did not go through the link completely.
But I guess if it is working with USB then it should work with cable as well. I use live cd for Jaunty to connect to internet. It would be good if you post what issues you are facing so that we can sort it out as well.
