Question internet connection is off

hi everyone hope u can help me with this one...coz im a bit confuse on how to solve this problem...im a newbie in linux...
here's the problem just yesterday we have an internet connection on our office after i did go out in the afternoon it was fine, but when i came in this morning its no longer ok.here's our setup we have three servers 1 proxy server and 1 mail/web server both in linux, the proxy is version 7 on red hat, the mail/web server is on version 5.2 red hat also.the third server is a file server running on windows 98 only for file sharing only.our hubs are working fine, and by the way our cisco 2500 router is fine also.i did ping our mail/web server from my workstation and it did receive and also my proxy and also its fine and then our router it also receives my ping. we have a dial-in that's the use of our router and the user outside can browse the web.Our local computers cannot browse the web although we could open our email. So what i did again is i use a public ip in my workstation instead of local ip and to my amazment it works..this what im using even right now for our connection to the net. what could have the source of the problem? could it be our proxy server ? coz public and dial ins do not use our proxy in accessing the web but our local browsing do? im a newbie on linux i inherited the system because our admin goes out of the country and he did not leave me enough documentation on this thing.by the way i did install a wingate in my file server just recently before the problem goes out, could it have been the reason although it is after 2 days did this problem comes out and in that span of two days it was ok and i did already uninstall my wingate. I also did add in my ipchain forward command on my proxy server some port in tcp and udp connection. but according to documentations once i restart my linux it will not be save unless you save it.and i didnt save it and i did restart my linux. and during the time i did change my ipchains i can still browse the net and check my email. please help me on this.
if we could chat on the net the better i have an account on yahoo messenger as cebuanoninoy , you can search for it for us to chat there.
Please i need ur opinion and ur help.
many thanks to whoever you are.
God bless u.
