Inter net connection using USB to USB modems( BSNL Clarity IIA)

Hi every body, kindly help me to connect internet my BSNL clarity II A modem( USB TO USB )My OS is ubuntu 9.1. I have tried very hard. at last I was advised to edit the kernel line in menu list. I could not trace it. I have tried Mint8 also the same problem persists.
Please help me if any body can I am new in linux
Case : cant connect inter net.
