Now that I've booted my computer that's running E17, I might be more helpful. :-)
I'm not running from the liveCD, so things might be different. I have installed the whole thing to a hard drive.
In any case, what I do is extract the theme, which should be a *.edj file. Then move that file into:
/home/<username>/.e/e/themes
I can't remember if you need to restart the session before the new theme will show up? If it doesn't show up after being copied to the user directory as above, then restart the session and you should be able to see the new theme under Themes in the main menu and select it. When you change themes the session restarts and you have to login again. Enlightenment will then come up with the new theme being used.
Thank You guys, I guess the tar files did not have edj. files. I read what the first reply said about themes not being compatible with E17. Got a new theme working, hopefully I can find the alien or necromancer themes for E17, if anyone finds them post a link.
