Installing MATE on Cinnamon. Tried doing it from synaptics package manager but its not working
 

Selected everything after searching for "mate desktop" and clicked on restart computer and Im still on Cinnamon

Did you look in the session chooser on the login screen?

Even after a successful install, Cinnamon would still be the default choice unless you changed it.

I can't tell you where exactly to find the session chooser. On my Mint MATE system, it's a small icon in the upper right of the login dialog. Clicking on it produces a dialog for selecting the GUI environment.
