Given the slight differences in language used between here (UK) and "your side of the pond" I'd guess that that's exactly what it means.
I don't know whether it would mean that the command is required as user or root (normally indicated by either $ for user and # for root - these can be changed of course), so open a terminal and try it, it will either work or not. Try as user, if you get a negative response from user, then log in as root and try it.
