You type in "sudo apt-get install squid squid-common" which you could have found on the Ubuntu forums, which jumps up on the first Google hit.

I just got my Ubuntu 9.10 server running on Squid with a block list of web sites. It's actually much easier than expected, just remember that the squid.conf file has many many options that are not required to run.
