Your best bet is to figure out how to get networking working.

And Ubuntu 18.04 does not have gcc already on it? (Anyone?)

Seems to be a small riddle; your laptop and chipset (Realtek RTL8723DE) have been supported under Ubuntu for quite a while, and there are detailed instructions on HP's website:
https://h30434.www3.hp.com/t5/Notebo...6477307/page/5

..but you may have to install the firmware first. That said, why can't you just plug an ethernet cord in temporarily, to get what you need?? And from what I've seen on the Ubuntu site, GCC is *ALREADY* installed (at least, if you installed the full distro, with development packages).

For a complete gcc with Ubuntu 18.04 : $ sudo apt install g++

No Internet : Download the packages + all dependencies on an Internet connected computer ...
cpp, g++-7, gcc-7, libc6-dev, gcc-7-base, libgmp10, libisl19, libmpc3, libmpfr6, ibstdc++-7-dev https://packages.ubuntu.com/bionic-updates/g++

Install the packages with $ sudo dpkg -i *.deb

you might want to cross check @knudfl with
Package: build-essential (12.4ubuntu1) \ Ubuntu » Packages » bionic (18.04LTS) » devel » build-essential. to make sure you get everything you might need to compile and make
