How is the printer physically connected to the computer? You mention cups, if cups is installed and running correctly you should be able to open up a web page:
http://localhost:631
And view your printer. From there there may be some information telling what the problem is. If there is no printer, then you will need to add one. Follow the guided steps in the cups web interface to add your printer. Once it's added, try printing a test page.
