Why? While telnet is still available (and the client handy for port testing) as a server it is very 1980s and obsolete. What is your real objective here?

Buy a router.
Practice in Virtualbox.
Turn that into a toaster.

  1. Make your PC a Linux server
  2. Configure it to allow Windows machines to access it through Telnet
  3. Done
Please read the Welcome to LQ link and consider revising your question. Also put in some effort on your part, and clarify what you want and need out of this server, besides simple non-secure Telnet protocol access. Consider ssh as one alternative there by the way.
