I have lost gnome panel
 
I have fedora 4 working in my machine. Today when I turned on my computer I noticed that gnome-pannel is disappeared. when I excute gnome-pannel command ass user i receive that panel is already working. When I execute the same command as the root everything works fine. But I need my user panel because I have customized it and it takes so much time for me to make a new account and customize the panel.

Use your favourite process-manager (top, htop,...) to see if gnome-panel is already runnig. If so, kill that process and restart gnome-panel.

Another reason may be, that the panel is just "out of sight": I'm not so familiar with gnome settings, but somewhere is an option, that the desktop-content may get bigger than your actual view-frame. If that is true you can scroll around by moving your mouse curser to the screen-edges...
