What distro/version are you using?

And why are you trying to install Apache to your home directory?

We need the distro/version of Linux...
But: if you’re installing system software (which Apache is) in your home directory because of company requirements, you should seek help from your company’s IT department.

If you're forced to install in home directory, chances are you won't be able to run it on a listening port (apache needs to be started as a root user to get it to bind to a port that is suitable for web browsing).

By my reckoning, your build doesn't succeed as it wants libapr. Root will probably have to install that.
