I cant log via ssh from Linux but can from WinSCP, why? and How to solve it?

Hi,
I have an old linux Suse 7.2 running as a firewall,
I allways was able to enter it using WinSCP,
but now that I took the decision to move my desktop to Linux, now I can´t access the server via ssh, it says connection refused.

BTW I have accessed other servers ussing SSH, but just not this one.

can anyone help by advising where to start?

thanks

Check the firewall on the server isn't blocking you:
iptables -nL

yes I did check it up and they are fine,

the extrange thing is that from a windows client it works fine (winSCP), but not from ssh command line at Linux though

Well to update on these, I just found out I can´t log in from Windows either,
and the ipchains are wide open with no restrictions,
the ssh daemon refuses the connection
"ssh: connect to host 100.50.25.3 port 22: Connection refused"

so I think there might be something with the actual service-daemon of the SSH,

how do I restart the daemon , (any parameters ?)
