Unhappy i cannot seem to get sound to work , all sounds are static-y

i have been working out this problem for three days, and i am new to ubuntu . i have a dell xps400, with SigmaTel STAC9221 A1 chip and a HDA Intel chip. i have downloaded all listed updates for pulse and alsa. the only time i get a clear sound is when i test the oss, everything else is static. banshee plays cd's in crystal clear quality, but that is the only time that i get a clear sound..

someone please help
