try these command on the shell prompt

$ kppp (works on KDE environment)
$ wvdial

If you are using mandrake then right command is:
$ drakconnect

Also by default modem is /dev/modem make sure that the device you are connecting is a link to /dev/modem. Also you need to identify the how you are connecting the phone, i.e., you need to find the right device (i.e /dev/sda etc.).
