I'm thinking about buying an hp laptop that the person who owns it currently has downloaded linux onto it.It is about 6 years old.He told me to make a price.I was wondering if anyone would know if this is a good laptop/operating system ,linux, and how much should i tell him I will give him for it.

Since you don't provide any details, it's hard to say whether it's a good deal or not. What kind of laptop? With what configuration? What version/distro of Linux?
I'm not sure of any of that..I don't know much about computers or laptops.

One thing to consider is that if it's too old and slow to be happy with it with Windows, then you probably won't be happy with it running Linux, either. So, make that decision first. It sounds like it might have ubuntu on it, and that's a good mainstream distro.
