this page not open,and apache/2.2.6(fedora),you don't have permission to access /new/ on this server.

Might be a permission issue-

Are you restarting the httpd service everytime you make a change?

I think the command you need is
sudo systemctl restart httpd.service
Is SELinux in enforcing mode?

You could turn off SELinux and see if it works.

Maybe try 755 permission to the user directory. I think httpd won't be able to stat if not set to 755.
