Ok, I am assuming that you have tried pluging something into a USB socket to see if it works.
What is the output of lspci
What is the output of lsusb
What is the output of lsmod | grep usb

And...just for fun, what distro do you have, and what are you trying to plug in? Just a small usb flash drive?
