The OP doesn't sound like they want WOL, they want resume from some S state. (most likely S3) Board support and acpi support are critical. Some event needs to trigger the timer so that that it can perform the requested action. (wake up)
jefro, have you looked at this repo?
i don't know about the quality of the code, but it certainly seems to address op's desires as stated in post #1, in a semi-packaged way.
Thank you all for your input on this - some of it is going above my head but I am definitely learning a lot.

Thank you for the heads up on that - I was going to copy and paste everything and hope for the best (rather foolish in hindsight).
^ i just had another look at the repository.
it seems well-written.
there are README's inside the folders, too.
it will pay to read those carefully, and also the configuration file(s) in /etc.
i'd bet the script itself (autosuspend.sh) also has a '-h' switch. try it.
it seems you are expected to copy everything manually to the folders specified, then carefully set it up to your needs.
but first install all dependencies manually.
