You have either misunderstood, or someone has given you incorrect information. Wget is a tool for retrieving files, so you can use it to download the new version of PHP (though you'll have to install it yourself).

Why can't you use yum?

The suggestion to use wget was probably meant as a way to download a source tarball or RPM file. In either case, you would have to finish the installation manually. In the case of a source tarball, you would normally unpack it and then

sudo make install

An RPM package would require the use of rpm, probably as root, to install the package. I tend to use

rpm -ihv filename.rpm

--- rod.
