How to upgrade oggenc/libvorbis?

I'm on mandrake 9.2 and i noticed the version is 1.0, i need 1.1. I've downloaded everything that is vorbis 1.1 related from, and they don't seem to satisfy their own dependencies.

I'm not sure what i'm talking about, these things are very vague to me. hehe. Please enlighten me, tahnks.
