How to unlock a CRT's higher refresh rates on Linux 18.2 ?

+ OS: Linux Mint 18.2 Cinnamon 32-bit
+ Cinnamon Version: 3.4.6
+ Graphics Card: Intel Corporation Xeon E3-1200 v3/4th Gen Core Processor Integrated Graphics Controller
+ Monitor: Samsung Electric Company 16", VGA1

On Windows 7 & upper I can max the refresh rate to 160hz easily on 800x600 & lower through "CustomModeApp" -- a "part 2" of the basic Intel HD driver interface that lets you set custom resolution modes (and refresh rates).

There's no such thing as Linux 18.2.
