How to set the virtual terminal's refresh rate?

How to set the virtual terminal's refresh rate?
I want my monitor to be in this mode:
H:31.4KHz with V:70.1Hz
I understand that X Windows uses an XF86Config file, but what file/utility should I use for plain text terminal (I mean, not an terminal launched under X)

I'm using:
Red Hat Release 5.0 (Hurricanne)
Kernel 2.0.32
GNU bash, version 1.14.7(1)

Assuming that you want to control the screen res in the vt, you'd boot your kernel with, say, a vga=0x317 parameter (this example sets console screen res to 1024x768). How you do this depends on whether you're booting with lilo or grub.

Is this what you mean?
