chm is a Microsoft compressed html file. You can use something like xchm to open and view them. Look it up in your package manager, should be there (in Debian Squeeze it's available).
That article states that installation of xchm (if I understand it correctly) got the author into dependency hell. I had no problem whatsoever installing it from the repositories on my Debian Squeeze.
