Exclamation how to lock user after 3 attempt


Hi I am using the RHEL5. I want user lock after 3 consecutive attempt of wrong password. I have made the entry in /etc/pam.d/system-auth is

auth required pam_tally.so onerr=fail deny=3
auth required pam_tally.so reset

But this is not working. can anybody help me to solve this issue.
