In Debian there is a ttf-tamil-fonts which is in the main section meaning they are totally free software so first I would check to see if this or a similar package is available already in your distribution. If you are using KDE then you could just use the builtin local font installer to make it available if not then you can always do it the old fashioned way similar to this.

Code:

mkdir -p /usr/local/share/fonts/truetype
cd /usr/local/share/fonts/truetype
cp /path/to/tamil.ttf .
mkfontdir
mkfontscale

Then you would edit your xorg.conf in the Section "Files" to put the line at the top of the list like below.

Code:

Section "Files"
        FontPath        "/usr/local/share/fonts/truetype"
        FontPath        "/usr/share/fonts/truetype"
        FontPath        "/var/lib/deforma/x-ttcidfont-conf.d/dirs/TrueType"
        FontPath        "/usr/share/fonts/X11/misc"
        FontPath        "/usr/share/fonts/X11/100dpi/:unscaled"
        FontPath        "/usr/share/fonts/X11/75dpi/:unscaled"
        FontPath        "/usr/share/fonts/X11/Type1"
        FontPath        "/usr/share/fonts/X11/100dpi"
        FontPath        "/usr/share/fonts/X11/75dpi"
EndSection

Then you would restart the X server and hopefully the font is now available for your use.
