how to install apt for FC2

Im trying to install apt for FC2, but so far its not working. I went to and downloaded the rpm for apt but it did not install. Here is the error im getting

$ rpm -i
warning: V3 DSA signature: NOKEY, key ID e42d547b
error: can't create transaction lock
$ su
# rpm -i
warning: V3 DSA signature: NOKEY, key ID e42d547b
/sbin/ldconfig: File /usr/lib/ is too small, not checked.
what does it all mean?? thanks in advance

I've had success with the atrmps kickstart package from - look for the atrpms-kickstart package.
