This may not be the solution you sought, yet this is worthwhile.
I suspect you wanted to install and run a Windows RAR Crack over Ubuntu; naturally you will need Wine to layer in between a Windows RAR application over a Gnu/Linux OS. This is a big security concern. I don't practice Wine anymore because of this.
If you only need the capability to handle *.rar files, create or open them, there is a nice archiver that handles the need,
download PeaZip here; it has a GTK or Qt interface and can handle rar files. There is a .
deb installer which will certainly do under Ubuntu.
BTW, peazip can read and open RAR file, and though it may not do create a rar it has capability of creating better archives like ARC, ARJ, bz2, TAR, Zip, 7zip, etc, and it can even create a self-extracting ARC file. It is licensed under Gnu GPL, it is free and has a very nice GTK or Qt interface, full of options and feature.
