Make a QEmu virtual disk, add it to the OS profile and configure profile to boot from CDROM or ISO. Boot and follow directions on screen.

I'm sorry, but this question is too general.
Have a look e.g. at this (start reading from "Installing an OS and booting" and see what happens.

Lightbulb Use Qemulator to ease up things

Use my masterpiece ;-) qemulator to ease up the handling of qemu.
Go to http://qemulator.createweb.de and download it or if you use Debian/Ubuntu: sudo apt-get install qemulator. Than within it create a new machine that boots from your fedora CD/DVD. After that select this machine in the main-list, go to System->Install a System in main menu and follow the steps of the assistant. Finally run fedora from within qemulator and have fun.
