How to figure out CPU Mask when enabling CPU Shielding

I'm trying to isolate my IRQ requests to 1 CPU to create cache affinity, but I'm having a hard time understanding how to determine what the CPU Mask would be for each CPU, or a set of CPU's if I wanted to balance the load over two processors and not 4x4's.

How do you calculate CPU mask?
