Thanks Tinkster, but I figured it out. If anyone is interested in the fix here is the answer.
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory/ --set --type bool /apps/gnome-screensaver/idle_activation_enabled true
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory/ --set --type int /apps/gnome-screensaver/idle_delay 15
