how to customize emacs22-gtk in hardy??

I wonder how i can move scroolbar in emacs22-gtk from left to the sight side in Ubuntu 8.04 ( Hardy Heron)...
Can i do it from "Options/Customize Emacs" ?
Should I create '.emacs' file and what directory?
Can I create '.emacs' template from emacs22-gtk GUI ?
