how to create database,username and password in phpmyadmin

hello all,
well we need to create a database our new host....we don't have cpanel in our company and all we have to do is with the phpmyadmin which is there for our website...

We want to create username and password for that new host and don't want to give it root access..is it possible to do it just through phpmyadmin or does anyone know any open source web hosting panels lik cpanel?
