By default user account created are without root privileges. Just configure your mail client and you are ready to use email account. As far as privileges are concerned you try switching to user ralf and try executing some privileged commands or opening files like passwd,shadow etc. You can use "sudo" to execute commands and open files but not everything will function as root user.

There is no need to create a user for an email address only. If you only want an email receipient, you can create an alias in /etc/aliases to forward mail for this username to another user.
