I am using ubuntu 8.04
If you have broadband then you plug one end of your ethernet cable in RJ45 connector at back of CPU & another into port on the wall.
Let us say your networking is disabled then
On your desktop right click on nm-applet(computer connection icon on top right panel) & select enable networking. There will be circular animation in that icon.Let it end.
Now right click on nm-applet & select connection information.
if IP address, broadcast address, subnet mast etc. is not then your internet will work.
left click on nm-applet & select wired network.
Now it should work.

if all this does not work then left-click on nm-applet & select manual configuration within which you have to provide dns server,IP address, subnet mask, gateway address etc..
Note down all these things from your working windows.
More detail:
(1)In windows go to control panel>network connections & double-click the LAN to find ip address, subnet mask, default gateway in support tab of status window.
(2)In command prompt of windows run command 'ipconfig' (without quotes).
Hope , it helps.

You can give more detail about your connection type (like ADSL modem or dial-up),ethernet card inside your CPU so that you get more relevant replies.

You can also see this official documentation

Your information is not enough to help you. What kind of internet connection do you have? Broadband using adsl modem router? Direct link from cable net? Or a dial up using some soft win modem? And are you sure your network card is detected and is working fine?
If you have adsl modem router, is it configured for assigning ip addresses via dhcp? Can you ping your modem router?
