If it's a "winmodem", it can be a bit of a PITA. So I'd suggest that first you establish the name/model of your modem (presuming dialup here) and then google for "winmodems" (I didn't use quotes). It gives you a list of sites, from the main linmodems.org site to a couple of howto documents.

Sorry I can't be more specific. I'm lucky enough to have never had to configure a dialup modem for linux (and yes my systems internal, but unused, modem is a winmodem).

Check out the Linux Documentation Project's Modem HOWTO. And if that doesn't help you, Google is your friend, as bigjohn noted.
