OK, Windows PCs can't do tar files without third-party software, so that's understandable, but any Windows system can do .zip without installing extra software, and Linux has open-source zip and unzip packages. So what's wrong with zip if it's almost guaranteed the recipient has the tools to exctract it?

Use unrar instead of RAR .
