I be the first to say it then, this definatly isn't a linux newbies question!

Its
a) a TCL question
b) and NS2 question
c) Zigbee related

I'll take a stab from angle a, but i think you need the NS2 mailing list as I haven't used it for years and its quite a niche application.

#set cskip0 [Agent/ZBR CSkip 0]
first off its commented out as it starts with a # so isn't being used.

Its tyring to set the variable named cskip0 to be the value returned by the expression "Agent/ZBR CSkip 0" I presume "Agent/ZBR" is an NS2 function call and CSkip and 0 will be parameters passed to it.
