No idea, since you don't tell us what specific version of RHEL 5 (5.1? 2? 5? 8???), or what kind of Android phone. Short answer: run wvdialconf with the phone plugged in, set up your connection based on whatever your provider tells you the settings should be.

Also, since you're using RHEL, you should call Red Hat support. You're paying for it with your RHEL subscription, right? If you're not paying for it, then DO NOT USE IT. This has been covered on this site MANY times...unless you pay, you will NOT get patches/updates/bugfixes/security updates, and will be left with an unstable system. Use CentOS instead...and the latest version of both CentOS and RHEL is 6.x, so you're already using an old version of things.
