AFAIK, HylaFax is the most common open source solution for this.

how do I go about it?

I have tried Hylafax server.
it doesn't seem to get to my modem to dial. I have specified the proper com port which the same one that kppp uses to make my internet connection.
Kppp doen't seem to have a problem.

what else can I do?

i have no idea. check the documentation and logs. look for options to enable debugging on the application and search google and other internet based sources for perople in similar situations to yourself.
