How do I transfer /homes to new distro?

I just installed a new version of MEPIS on my system. It allowed an option to retain /home files. As a backup I saved all the /home/<user> to another partition. Now that the new MEPIS is up and running. I can only login to the first user. I created a user for the other users, but when I try to login I get an error that kde won't start.

Do I have to do something with permissions?
or does this have to do with the UID from the old system not matching the new user UID?

More info

Here is exactly the message that I receive when trying to login to the new distro as any other user than the main user.

Cannot load kstartupconfig. Check your installation.
