How do I add a listening port on red hat linux advanced server?

How do I add a new port 8001 on linux red hat ? How do I make linux red hat Advanced server listen on port 8001 ? I have tried to add the port in /etc/services but when I try and telnet to the port on 8001 . I get the message "Could not open connection to host : Connection failed "

I have tried to check for the iptable.config file under /etc directory and it is not there

How do I resolve this one ?

There seems to be a conceptual misunderstanding ... you don't "make
linux red hat Advanced server listen on port 8001 "

You decide on an application, and configure that to service a given port.

If you do indeed have an application running that listens on that port but
you find yourself unable to connect to it, check the output of
iptables -L
to see whether this port is being blocked.
