how do I activate mousekeys

I want to use the keyboard as a mouse replacement. I have read that this can be done using the mousekeys feature of xorg. How can I activate / configure mousekeys?

If you are using KDE, its simple.
1. Open KDE control panel
2. Go to accessiblity options --- > keyboard ---> enable mouse keys

I dont know how it works in GNOME, because I personally dont use GNOME but there would be accessiblity option somewhere as well
