Maybe do an lsmod and add the webcam driver to your blacklist, located at /etc/modprobe.d/blacklist?

To add to that: If you that paranoid, you could take your laptop apart and physically unplug the usb connection from the motherboard.

The camera module should be uvcvideo. You could remove/blacklist the module, or build a new kernel and configure it to not build uvcvideo.
