How can i resolve my radiusd -X problem

How can i resolve my below problem,i m new user who install first time in Linux machine and facing some problem please help me ASAP.
I have install freeradius2-
My radiusd -X output below:

radiusd: #### Opening IP addresses and Ports ####
listen {
type = "auth"
ipaddr = *
port = 0
Failed binding to authentication address * port 1812: Address already in use
/etc/raddb/radiusd.conf[240]: Error binding to port for 0.0.0.0 port 1812

To start with run 'netstat -antp' at the command prompt and look to see if anything else already has port 1812 open.

I apply 'netstat -antp',nothing else has port 1812 open.still facing problem.

I am using Linux enterprise 5.5 .
I have done pppoe using RPM below
ppp-2.4.4-2.el5
rp-pppoe-3.5-32.1
dial up connection and i have done nat to getting internet windows xp using no hot spot just using Ethernet .
then i have install freeradius2 and mysql .both are connected each other i got log in radius.log ,but my problem is when i connected dial up from xp then i didn't getting any log in radius.log file.i have change below file in radius :

user , radius.conf ,client but still i didn't getting any log how can i fixed it
