How can i add a user in 100 servers when there is no centralization

The question actually is a user should be able to login from all the 100 systems how to add him

You could use a for loop to cycle through the IP addresses, and do a 'adduser' on each of the machines.

OR you could set up a centralized auth server... OR you can set up an automation server like puppet or Chef to push out identical passwd/shadow/group files...
