I have personally never used web cam with Ubuntu but have heard a lot of people using Cheese and successfully as well. But you should make sure the drivers for cam are installed.

My Ubuntu laptop and netbook both came with webcams that work fine with Cheese and everything else.

If you are looking to use an external webcam, choose carefully. Some of them don't work and play well with Linux. I had two cheap Logitechs that I never did get working with Linux and, when I started researching them, found out that no one else could get them to work with Linux either.
