help with installing files

I am trying to install a dock for linux on vlos 1.1 the dock comes from
help please. It says that it cannot open the file because it is code or something like that. I am in xp currently, but frequently switch over to vlos 1.1 Any ideas? also just curious, where could I find a testing version of debian sarge? I have hunted all over the web and found nothing, but still people have it. I am getting jealous!
