Help needed to compile modem driver for Fedora Core 1


I am trying to compile a driver for a USB modem under Fedora Core 1. When I run the make, I get errors saying I am using kernel include files. But I can't find non-kernel include files in the usual usr/ directory, and I can't find them on my distribution DVD. I found a hint in a book that said application-oriented include libraries for Fedora weren't generally available, but I sure hope that isn't true. What am I missing? Where do I go to get the right include files.
